What is the purpose of our Homeowners Association (HOA)?
The purpose of the HOA is to protect and enhance property values through:
Maintenance and improvement of the common areas
Enforcement of deed restrictions and community rules
What do our dues pay for?
Our monthly dues assessments pay for the various service contracts, insurance coverage, property taxes, and other administrative costs of operating the Homeowners association.
Can I make improvements to my property?
Property improvements must first receive approval by the Architectural Review Committee. All requests must be made prior to any modifications to the exterior of the property.

What are CC&Rs?
The term CC&R refers to 'Covenants, Conditions & Restrictions.' This covenant is a legal obligation imposed in a deed by the seller of a home and/or property upon the buyer of the real estate. Such restrictions 'run with the land' and are enforceable on future buyers of the property. Examples include to maintain a property in a reasonable state of repair, to preserve a sight-line for a neighboring property, not to run a business from a residence, or not to build on certain parts of the property.

Why Do We Have Four HOA's in Sandpines West?
Sandpines West consists of four associations: Lot Owners, Townhouses, Wisteria, and The Master Association.
The original development was designed to have two associations, the Lot Owners and Townhouses. At one point the developer sold a portion of the original property, which became Wisteria at Sandpines. Wisteria has their own set of CC&Rs, thus creating our third association.
In the beginning each association had their own board and budget contributing to the common area insurance, street, gate, and landscaping. Later, the Master Association was implemented as an umbrella over the three associations to simplify collecting dues and paying joint/common expenses. Everyone living in Sandpines West pays dues to the Master Association to cover these expenses. The Lot Owners Association has their own budget to cover their association expenses, with the largest cost being insurance.
There have been conversations about combining the four associations into one, but this process will require the payment of legal fees.
